Brunei Darussalam Pet Import Requirements

Official veterinary regulations, microchip standards, rabies rules, and breed restrictions for entering Brunei Darussalam.

1. Microchip & Identification

Required. Animals must be uniquely identified with an ISO-compliant microchip. The microchip number must be recorded on all vaccination records, laboratory results and certification.

2. Rabies Vaccination

The country of export is officially free from rabies for past two (02) years prior to export.

The cat/dog has been continuously resident in the country/place of origin for at least six (06) months prior to export or since birth.

COUNTRY OF EXPORT: NON-SCHEDULE COUNTRIES:

All other counties

The animal has been vaccinated against rabies with a government approved inactivated virus vaccine or recombinant vaccine expressing the rabies virus glycoprotein:
In the case of a primary vaccination, the vaccine was given not less than sixty (60) days prior to the date of shipment, when the animal was at least three (03) months old. A copy of the vaccine certificate is required; OR
If a booster vaccination, the vaccine was given not more than one (01) year prior to the date of shipment. A copy of the most recent and previous vaccination certificate is required.

Note: rabies vaccination must be kept up-to-date from the date of sample collection for the rabies titer test to the date of shipment and if the animal was vaccinated twice, these rabies vaccines were administered more than thirty (30) days apart;

The animal has been subjected to a rabies antibody test (as prescribed in the OIE Manual) on a sample collected not less than three (03) months and not more than twelve (12) months prior to the date of shipment, with a result of at least 0.5 IU/ml.

Note: This test was carried out not less than thirty (30) days after receiving a primary or a booster rabies vaccination and it was carried out by an official diagnostic laboratory approved by the Competent Authority of the exporting country.

COUNTRY OF EXPORT: RESIDING IN SCHEDULE COUNTRIES LESS THAN SIX (06) MONTHS

Rabies vaccination and serology test requirement is similar to NON-SCHEDULED COUNTRIES.

4. Quarantine Requirements

POST ARRIVAL QUARANTINE

Dogs and cats arriving from countries that pose a rabies risk shall be quarantined immediately on arrival, for a minimum period of six (06) months

Upon arrival the animal shall be quarantined at the Government Quarantine facility. The quarantine period is

dependent on the option chosen by the owner or agent to meet the import requirements for rabies control:

If the animal was vaccinated against rabies and had a satisfactory rabies serology test results, it will undergo a minimum quarantine of 14 days in the Government Quarantine Centre.

GOVERNMENT QUARANTINE STATION

Dogs and cats arriving from countries that pose a rabies risk (non-schedule countries) shall be quarantined

immediately on arrival, for a period of six (06) months.

Animal imported from Non-Schedule Countries must complete a minimum of thirty (30) days or fourteen (14) days in the Government Quarantine facility depending on the categories the importer opt for the compliance of import requirements.

Owners who requested to quarantine their cat(s) / dog(s) at Sungai Tujoh Quarantine Station, and the time and date of arrival of their animal is after 2.00pm during working days (Monday to Thursday and Saturday) or on Friday,

Sunday and public holiday, the cat(s) / dog(s) shall be quarantine first at the Terunjing Station upon arrival and will transfer to Sungai Tujoh on the next day during working hours.

 

VISITING PROCEDURES

-The designated visiting hours are at both Terunjing Quarantine Centre and Sg. Tujoh Quarantine Station:

Monday to Thursday and Saturday: 8.30am – 11.30am and 2.00pm – 4.00pm Friday, Sunday and Public Holiday: 9.00am – 11.00am

-Only authorized staff, owners and registered visitors are allowed to enter the quarantine premises. Visitors are

required to sign in and sign out, as well as record the time of arrival and departure.

-If the applicant is not the owner of the animal(s) described in this application, the applicant is deemed to have

obtained the expressed consent of the owner of the animal(s) to present the owner on all matters for the quarantine

of the animal in the quarantine station.

-The owner or authorized representative (supplying satisfactory identification) may visit the quarantined animal

during the period of quarantine.

-Minors under the age of eighteen (18) years have to be accompanied by an authorized adult who will be responsible for their actions and safety within Government Quarantine premises.

-Visitors are advised to keep their valuables with them while on the Government Quarantine premises. Biosecurity

Division will not be responsible for any loss of belongings left in the premises.

-Visitors must not come into contact with animals other than their own in any manner.

-Giving food or medicine to any animals other than their own is strictly prohibited.

KENNEL ACCOMODATION

-Only one (01) animal occupies each kennels or cattery room, however, owners seeking to house more than one cat or dog in the same cattery cage or kennel may do so at their own risk; but cats and dogs must not be housed together.

-Quarantine is free of charge.

-The applicant shall take full responsibility for all claims and costs made against Biosecurity Division if such claims and costs arise from any misrepresentation made by the applicant.

-The owner or authorized representative (supplying satisfactory identification) is responsible for the transporting from Post Entry, caring, cleaning the cattery cage or kennel and feeding of the animal during the entire quarantine

period.

-The owner or authorized representative (supplying satisfactory identification) is responsible, during and after visits, to ensure that the kennel(s) or cattery cage(s) is/are properly latched or locked. Biosecurity Division will not be responsible for any animal escape or injury found owning to the negligence of the owner.

ANIMAL MEDICAL CARE

-An authorized private veterinarian will examine your animals for any clinical signs of exotic diseases soon after their arrival and just before their release from quarantine will be at the expense of the importer/agent. Inspection for exotic diseases, the quarantine station staff will also rely on constant observation of your animals during the quarantine period.

-If there is concern arises as to your animal’s health, which relate to a non-exotic disease, your appointed private

veterinarian must deal with it. Owners are encouraged to check their pets for any signs of illness (e.g. skin or ear

problems) during the visits, to enable early detection of potential problems and prompt veterinary attention if

necessary.

-If the staff believes your animal(s) required veterinary attention, they will try to contact you and inform you

regarding the need for veterinary consultation for your animal(s).

-Please ensure that your contact details are accurate and up to date to allow quarantine staff to contact you

promptly should the need arise. However, there may be occasions when staffs are unable to contact you, to enable

the quarantine station to arrange for a private veterinarian to attend your animal(s), please complete the

authorization form attached.

-The cost of attendances and treatments by private veterinarians shall be borned by the owner.

-Biosecurity Division shall not be held responsibilities for any illness, loss of damage, however caused, to the

animals in the quarantine station. In the event of the death of the animals, the animals will be sent to Veterinary

Laboratory Services for post-mortem.

-Requesting to shorten the quarantine period will NOT BE ENTERTAINED.

DISCHARGE FOR HOME QUARANTINE

-Animals that has completed quarantine period (14 days or 30 days) at the Government Quarantine Facility will be

proceed for home quarantine until completion of six (06) months period, is subjected to the following conditions:

-The animals must be in healthy condition and does not show any exotic clinical sign of diseases on the date

of release, inspected by registered and authorized veterinarian (by Department of Agriculture and agrifood),

at the expense of the importer/agent.

-The animal must be kept in enclosure where there is no contact with other animal.

-The animal is not allowed to go outside from the enclosure during the quarantine period.

-The animal should not be moved from one premise to another premise.

-If the animal shows any exotic clinical sign of diseases during home quarantine period, the owner is advised

to inform/report Biosecurity Division immediately.

-If the animal were found to be dead during the home quarantine period, the owner is advised to report

Biosecurity Division immediately and the carcass brought to the Terunjing Quarantine Centre for disposal.

-Random inspection will be done during the entire home quarantine period.

-Failure to comply the above conditions; Biosecurity Division has the right to take back the animal to Government

Quarantine Centre/Station until a minimum of six (06) months quarantine period is completed.

5. Breed Restrictions

PETS CAN ONLY ARRIVE AS MANIFESTED CARGO

ELIGIBILITY FOR IMPORTATION

Only domesticated cats (Felis catus) and domesticated dogs (Canis lupus familiaris) are eligible for importation.

Animals must be uniquely identified with an ISO-compliant microchip. The microchip number must be recorded on all vaccination records, laboratory results and certification.

The cat/dog is not pregnant or less than four (4) weeks pregnant if it is a female.

All treatments and inspections must be conducted by either a Government Approved veterinarian or an Official veterinarian of the Competent Authority of the exporting country.

The animals must meet all import requirements as specified in the Veterinary Health Certification.

Breed restriction for cats:

Bengal cat crosses imported into Brunei require documentary proof that they are at least a 5th generation cross from the ancestral stock of Prionailurus bengalensis. 4th generation crosses and below cannot be imported to Brunei as pets as they are not considered domesticated cats.

Savannah cat crosses imported into Brunei require documentary proof that they are at least a 5th generation cross from the ancestral stock of Leptailurus serval. 4th generation crosses and below cannot be imported to Brunei as pets as they are not considered domesticated cats.

Breed restriction for dogs:

List of restricted breeds of dogs include:

1. Bull Mastiff

2. Bull Terrier

3. Doberman

4. Rottweiler

5. German Shepard/Alsatian (including Belgian Shepard & East European Shepard)

Importing restricted breed of dogs and their crosses are only allowed if these conditions are met:

  • Importation is intended as personal pet or security purpose only and NOT intended for sale or breeding.
  • Dogs shall not be less than 3 months of age at the time of import and must be desexed (neutered/spayed) before importing into Brunei Darussalam
  • Dog shall be kept secured within the home compound at all times
  • Dog shall be kept on a leash and muzzled at all times in public area for safety reason
  • Dog shall be under the control of a trained and skilled handler at all times (for Security Dogs)
  • The dog has undergone obedience training.

Banned breed of dogs:

The following banned breeds of dogs and their crosses are NOT allowed to be imported into Brunei Darussalam due to the threat they pose to public safety:

1. Pitbull including: American Pit Bull Terrier (also known as American Pit Bull and Pit Bull

Terrier), American Staffordshire Terrier, Staffordshire Bull Terrier and American Bulldog

2. Akita

3. Boerboe

4. Dogo Argentino

5. Fila Brasileiro

6. Neapolitan Mastiff

7. Tosa, Perro De Presa Canario.

6. Customs & Import Rules

Upon arrival at Brunei Int'l Airport (BWN) during the Government working hours only, the pet firstly must go to the Quarantine Depot at Terunjing Pet Centre, in BSBegawan.

Pets are not allowed to travel in the cabin with passengers.
Shipper/Consignee MUST firstly apply for an import permit PRIOR TO IMPORTATION of the pet. All of the conditions are stated on the approved import permit which varies for each country of origin e.g. quarantine period, etc.
