Estonia Pet Import Requirements

Dogs and cats must have a valid anti-rabies vaccination. 
-The pet animal must be at least 12 weeks old at the date of vaccination. -The date of vaccination took place after implantation of or reading the number of the microchip. 
-The validity period of the vaccination starts from establishment of the protective immunity but not later than in 21 days after primary vaccination and remains valid until the date the authorized veterinarian or official veterinarian has stated in the pet passport.

Rabies blood test required from rabies risk countries at least 30 days after rabies vaccination. At least three months must elapse between the blood test and entry into the country. Commission Implementing Regulations (EU) require dogs, cats and ferrets brought from Russia and Belarus to have undergone a rabies antibody titration test before being introduced into the Union territory. The amendment concerns both commercial and non-commercial movements of dogs, cats and ferrets and will enter into force on 16 September 2024.

28-day rule:

Finland and Norway apply the 28-day rule for those animals that regularly travel between Estonia and Finland or Estonia and Norway. More information can be found on the websites of the competent authorities of Finland and Norway:

Your pet must enter through an approved Border Inspection Post (BIP) at in Tallinn. Notice must be given 24 hours prior to arrival. 
The entry of pets accompanying passengers for non-commercial purposes into Estonia from another EU member state is allowed through all border stations open for international trafficking in which case supervision of such entry is executed by the Estonian Tax and Customs Board.
